New Health Care in Danger publication helps states to implement international law 

The ICRC has released a new Health Care in Danger (HCiD) publication aimed at helping states to implement the aspects of international law that protect the provision of health care during conflicts and other emergencies.

Domestic Normative Frameworks for the Protection of Health Care presents a number of recommendations, especially legislative measures and procedures. It focuses on improving legal protection for patients, health personnel and health facilities, and on ensuring the proper use of the distinctive emblems. It also provides guidance on providing legal protection for safeguarding medical ethics and confidentiality, and on dealing effectively with violations of the rules protecting the provision of health care.

The recommendations grew out of the HCiD workshop held in Brussels in 2014 and draw upon ICRC research into the legal frameworks of 39 countries. A guidance document which accompanies this publication is contained in Annex XIX to the Manual on The Domestic Implementation of International Humanitarian Law.
